Personnaly, I think it shoud have been put in the 3.0 errata page
(http://www.openbsd.org/errata.html).
There has been countless of help demand regarding ppp that all got
answered by: 3.0 is bugged, run 3.0-stable or -current.
I got broadand but for a lot of people, dial-out internet connection
are the only way out and that makes ppp a major subsystem of OpenBSD.
And this bug was important enough to make errata.
