The well-defined timeline is, as you suspected, two releases.
In other words, traditionally patches have been released for problems
up to two releases old (now, that means 3.0 and 2.9). Since releases
occur every 6 months, this is approximately a 12 month window.
Planned obsolescence has nothing to do with it.
The developers simply do not have the resources to do any more
than this.
