cc or gcc compiler missing

I recently installed OpenBSD for the second time.  This time I did not install
x windows.  or files associated with x

I downloaded bash and succesfully untared the file and to my surprise when I
go to ./configure I get error message telling me there is no cc or gcc on my
system.  I then tried to use ports to locate gcc or cc with no luck. I'm very
new to BSD so I'm not sure what to do next?  can someone point me in the right
direction.
