Timezone information

Hello all,
I several times have asked myself whether in
 src/share/zoneinfo/Makefile
the variable REDO is set to posix_only.

Ok, we want POSIX behaviour (i.e. no counting of
leapseconds), but what if I do not want it?

Ok, I always can change it.
But changing to REDO=posix_right would be nothing
(except for a bit larger size of base30.tgz) but
help those a lot which don't want to rebuild the
zoneinfo directory every time they (re)install OpenBSD.
