.htaccess help please

All,

I am trying to get my .htaccess file to work I have my .htaccess file in
one directory which is a subdirectory under the main website and it
works but when I try to add it to a different directory it will not work
basically I am trying to get htaccess to work in 2 different subdirs but
only one is working, yea I have created the .htpasswd file in each
directory. The webserver does not seem to be reading it in the 2nd
directory I have stopped and restarted apache with no luck.
