No Subject

Hello, everyone.
I am new OpenBSD user.
My OpenBSD box is 2.9(installed by ftp)

I read FAQ. and

/etc/rc.conf. 
named_flags=NO is changed to named_flags="" 

I am doing configure DNS but I can not found ndc.
I use whereis command but I can not found ndc.
but I can found /var/named directory so I thing ndc
command is located in this box.
but I can not found ndc by any possibility.

then I installed /usr/ports/net/bind9
I command  /usr/local/sbin/bind9-enable
and i start DNS use named.
but not stated DNS..

1. How I am doing use ndc command ?
2. why bind9 package is not started ?

I'm sorry. My question is very very basic
question...but I read FAQ. I cann't that...
