In case anyone is kind enough to eventually follow up on this I get similar 
results with 2.9 Generic Kernel...No mods whatsoever and a pass in from any 
to any-pass out from any to any.  Interrupt usage w/ 1500 connections is 
slightly better, about 80% but still a long way away from what I need.

If anybody in the future finds this in their search for making obsd into a 
HIGH performance firewall, feel free to mail me. I'll be happy to share all 
that I have learned in the past few months.  Also if anybody knows more than 
I on the topic of high performance ipf I would really appreciate somebody 
writing a doc w/ precise details.  There are 500 papers on "obsd/ipf and 
your 500kbps home lan" but not much in the way of "how to config obsd/ipf to 
filter 100Mbit and beyond to avoid buying an expensive dedicated box".  The 
mailing lists are full of fragments of info w/ no context...it would be nice 
if a real expert would put it all together.
