You could use BIND or djbdns or just about any DNS server to do this.  A
reverse lookup will always show what the university has registered for the
IP address you are using.  I would read very carefully your university's
policy on appropriate use of their network.  What you are talking about
probably violates this policy.  It certainly does at Penn State.
