I'm coming somewhat late to the conversation, so please ignore this 
if it isn't relevant. 

How is your CD-ROM attached?  "The usual" is for the CD-ROM to be a 
secondary master.  On some systems I had no luck until I changed the 
CD-ROM to be a primary slave.  If your CD-ROM is a secondary master, 
try changing it and see if it then boots. 

(Dunno anything about your hardware, this is a total blind stab in 
the dark ...)
