Thanks for the reply.  I tried this, but still no luck.  I finally decided to
reboot off the install disk and do an update (nuking all the system files back
to 2.8 stock).  Now all is well.  I think I'll stick with this and GENERIC for
a while.  This is a workstation and it's not worth my headache to debug this
problem any more.

I believe that you need to update /etc and /dev.  I had a similar
problem, and updating /etc/ttys and running 'MAKEDEV all' (after
rebuilding userland to use the new MAKEDEV) fixed it.
