ftpd config??

hi,

i hope this is no rtfm... because i did and could not find anything. :(

i'd like to configure my ftp server so that it allows uploads to
incoming from everywhere but downloads from incoming only from my 
domain. man ftpd does not help (well, not me, at least ;)).

any hints?
