CVS update hosed

OK, so I'm running 2.8. Then I did the following:
(root@deathwish):(/usr)# export CVS_RSH=/usr/bin/ssh
(root@deathwish):(/usr)# export CVSROOT=anoncvs@anoncvs.ca.openbsd.org:/cvs
(root@deathwish):(/usr)# cvs -q up -PA src
*churn* *churn*
(root@deathwish):(/usr/src/sys/arch/i386/conf)# config GENERIC
../../../../arch/i386/conf/files.i386:168: cannot open ../../../../dev/pckbc/files.pckbc for reading: No such file or directory
Which part of the update instrutions did I miss?
