Old mac68K utilities ship with OpenBSD 3.1-3.4
OpenBSD 3.0 shipped with newer utilities than later versions of OpenBSD
(i.e. 3.1 thru 3.4)

I used the newer utilities from OpenBSD 3.0 for a recent 3.4 install.
Worked great. See dmesg below.
It looks to me as if a mistake was made in OpenBSD 3.1, accidentally
reverting to older utilities, and that that mistake has been propagated
thru the current release. If for some reason the reverting to older
utilities was intentional, that should be so noted in the
documentation, else the newer utilities should be included with the
release.
Note: Although all versions of OpenBSD 3.x ship with Booter1.11.3.sea,
NetBSD's Booter2.0.0a10.sea works well and offers superior performance
as it supports accelerated Mac's (while Booter1.11.3.sea does not).
Booter2.0.0a10.sea should be included, or at the very least the
documentation should reflect that it works and supports accelerated
Mac's. The following dmesg is from an accelerated LC475, which cannot
be booted without Booter2.0.0:
