kernel/1817: crash during install of 2.9 on Compaq Proliant 1600R

OpenBSD cannot boot on this machine.  If I disable pchb, it can boot but
crashes later during install from floppyB29, specifically, during the
installation of base29.tgz (about 4MB through the download).

the actual crash error is:
fatal page fault in supervisor mode
trap type 6 code 2 e0150744 cs 48 eflags 10246 cr2 6c cpl ffffffff
panic: trap
syncing disks... 384 384 [blah blah gives up]
at this point I can type and the console echos my keypresses but I can't 
do anything except turn the power off.

I tried disabling eisa to see if it had any impact, but the crash happens
regardless.  If I don't disable pchb the machine crashes halfway through
the vga1 at ... line during kernel init.
