	scp gives completely unreliable ETA when used on slow serial links.
	The ETA fluctuates wildly, as the data comes in as large bursts
	of deciphered buffers. If some other network activity is happening,
	scp can be confused to the point of announcing vastly optimistic
	data (4MB in 3 minutes on a 36K modem line), and not revising it
	as time passes.
>How-To-Repeat:
	
	Use scp over a low-bandwidth line, so that the large granularity of
	the decoded chunks become apparent, vs. the scp timer.
>Fix:
	
	Take the decoding buffer into account, or smooth down the ETA.
	Failing that, if an half-reliable ETA can't be computed, DON'T
	DISPLAY ANY.
