OpenBSD install via FTP/HTTP fails...

PC: Packard Hell 486SX/33 with 8MB RAM (soon to be upgraded!), 15.3GB HDD
(not recognized by the BIOS, but BSD sees it just fine), CD-ROM is
nonfunctional (at the moment or permanently, I know not), and a D-Link
DE-220PCT ISA Ethernet Card.

Partition Disk (100MB /, 64 MB swap, 50 MB /tmp, 1GB /usr, 4GB /var, 100MB
/var/spool/mail, ~9GB /home).

Configure Network? [y] y
... through the network process. I'm running DSL through a Netgear RT311
(configured as 192.168.0.1, DHCP server) into a hub, which splits off to
my primary PC and the server. My primary PC is 192.168.0.2.
DHCP configuration is successful; the server grabs address 192.168.0.4
(dunno why not 3, but it's 4 every time). Default route is set to
192.168.0.1 (default), nameserver set to same (as per configuration of my
primary PC as reported by winipcfg).

Do you wish to install via (f)tp, (h)ttp, ...
If I choose ftp, everything seems to work fine including pulling down a
list of servers; I pick one, and it gives me the choices of
packages. Whether I change or accept the default, the next step is always
the same. It tries to download base27.tgz, but before the file even gets
started it prints, "'EPSV': command not recognized" and just stops. No
network blinkenlights (except the Link light), nothing -- even
CTRL-ALT-DEL and CTRL-C merely print control sequences on the screen.
I've tried this with about 4 different FTP servers plus an FTP server
(WAR-FTPD) running on my primary PC.

HTTP doesn't work at all. It won't pull down a list of possible servers at
all, and when I pointed it to a webserver running on my primary PC it
couldn't find the files even though I verified that they were accessible
at that address.

I've tried multiple installation floppies, downloaded the floppy image
from multiple sites; same problem.

I don't have a CD-R or any OpenBSD CDs, getting the files onto a HD and
doing a "local install" is difficult right now, and I can't do NFS.
